SEMINOLE – On Feb. 15, 1993, Union native Tommy Phillips began his first day as city manager in Seminole. The Angelo State University graduate had received a call from Tom Adams, who at the time held the position. He asked if Phillips would be interested in moving from Columbus, Texas to Gaines County to take his spot. Fortunately, for the City of Seminole, Phillips seized the opportunity.
