Lamesa City Council members hesitated Tuesday before approving the second reading of a council member’s request for a Special Use Permit for his dog grooming business.Council member Danny Jacobs, who was absent from the meeting, applied for a special use permit to be allowed to operate a dog grooming business in a shop near his home at 214 N. 22nd Place.Action on the request paused for a time after a question of whether Jacobs can get the permit without being a licensed dog groomer.
