BROWNFIELD – When the South Plains Underground Water Conservation District came into existence in 1992, Lindy Harris never thought she would be employed there for 27-plus years. Now her familiar face will not be present when you walk in the SPUWCD building because Harris is moving on to a new chapter in her life.
