Opting to add at least one more item to the proposal, member of the Dawson County Commissioners Court on Tuesday delayed action on adoption of a policy regarding temporary and permanent pipelines in the right-of-way of county roads. That issue has been an item of on-and-off discussion by the commissioners court since last year. At Tuesday’s meeting County Judge Foy O’Brien presented a simple and brief, seven-point proposal which he said should be fair for everyone involved. The proposal defines temporary pipelines as those in place less than 90 days, and permanent ones as those in place more than 90 days. Under that proposal,
