ANDREWS – The city council approved an ordinance Thursday to amend Specific Use Permit requirements for an apartment complex scheduled for construction in southeast Andrews.The amendment allows Stonegate Addition No. 2 to construct three-story apartments instead of the originallyplanned two-story facilities, according to city officials.Dugan Gravage of project developer Horizon Property Management said the request for three-story apartments was based on present market conditions.“I think it was a combination of two things,” Gravage noted. “The temperature of the market in Andrews and the surrounding area is favorable and it is more financially viable with the cost of building now to ...
