ANDREWS – State Representative Brooks Landgraf did not waste any time this session in addressing the state’s recapture system with property- and mineral-rich school districts like Andrews ISD. Landgraf, as promised prior to the 65th Texas Legislative Session convening this week in Austin, filed legislation to repeal the Robin Hood public school finance theme.
