Without any comments from the public, a public hearing by the Lamesa City Council on Tuesday evening lasted only a few minutes to wrap up a grant-funded water line improvement project. The hearing was required by law for the project, which was funded mainly by a Texas Community Development Black Grant. City Manager Sean Overeynder told the council the work has been completed. The main focus of the project, which was handled by Tejas Partners Construction, was the replacement of a six-inch water line along N.E. 4th Street between Lynn Ave. and Elgin Ave. Also included was the replacement of three similar water lines,
