Lamesa’s upcoming Chicken Fried Steak Festival has been ranked by a prominent national magazine as one of the top food festivals in the southern United States.     The recognition showed up this past week in a story on the website of Smithsonian magazine.     Lamesa’s festival was listed second in a story titled “Ten of the South’s Most Mouth-Watering Food Festivals.”      “I’m just floored,” an excited Terri Stahl, festival organizer, said after learning on Friday about the story.     “We are the only Texas festival listed.
