ANDREWS – Comparatively speaking, the county’s firstquarter payment from Waste Control Specialists (WCS) was on the low end. But the check, based on a five percent surcharge with gross receipts from WCS’ low-level Texas-Vermont Compact landfill, still leaves the county on par for more than $1 million for the year, according to county officials.
